    When I was young, I remember being encouraged to give up lollies or chocolate for Lent. On the eve of the beginning of Lent on Ash Wednesday last week, the Immigration Minister announced he would be effectively giving up granting protection visas for refugees for the duration of Lent, and beyond, until 1 July.

    Over the past week of Parliament, we have seen the strange and distressing spectacle of Labor timidly criticising the Government's handling of the events on Manus Island. If it were brave enough, Labor could use these events as a trigger for policy change. To call for the Manus centre to close, and for detention and processing centres in Australia to reopen, would be the moral policy for Labor at this point.

    This week China criticised Australia's treatment of asylum seekers. The criticism, raised at a bilateral human rights dialogue, is good politics: China is using Australia's cruel and inhumane asylum policy as diplomatic leverage. Nevertheless, it is astounding hypocrisy from a country that returns refugees to danger, including to North Korea, a state infamous for its widespread violations of human rights.

    I was able to mix with other writers bemoaning Australia's refugee policy including the obfuscation about the death of an asylum seeker on Manus Island and Julie Bishop's latest diplomatic initiative asking Hun Sen to accept refugees from Australia for permanent resettlement in Cambodia. I came away wondering how passionate refugee advocates could be so sanguine about doctor administered death even for children.

    Scott Morrison is the first Immigration Minister to inspect ADF facilities. There has always been cooperation between the Defence Force and other government agencies, but Operation Sovereign Borders has radically changed the playing field. Indonesia's politicians might relish the irony of seeing in Australia an increasing interpenetration of military and civilian hierarchies — something that Australians used to see as a fault in Indonesia.

This is a striking improvement on the high death rate under the Rudd and Gillard governments. Tony Abbott has kept his pre-election promise to stop the boats, but at what huge cost!

The juxtaposition suggests pertinent questions about Australian identity, especially the ways in which Australians have alternately included and excluded those seen as outsiders. This is most evident in the relationship between Australian settlers' attitudes to Indigenous Australians, but it is also seen in Australian attitudes to Chinese and other Asian peoples.

    The current dispute with Indonesia over border incursions by the Australian Navy is symptomatic of a deeper problem — the militarisation of political discourse. Von Clausewitz famously claimed that 'war is politics by other means': in other words, that military force is employed in service of political ends. In Australia, as elsewhere in the West, this is being taken to an extreme not previously seen outside authoritarian societies.

    The new TPV is harsher than the version introduced by the Howard Government, mainly because it has no pathway to a permanent visa — once granted, it is likely that the best you will ever get in Australia is a TPV. The TPV is a punishment, not a deterrent; a cruel visa that reflects the cruelty of the politicians introducing it.

    Kiwirrkurra is 700km of bad roads west of Alice Springs. Renal failure forces many Indigenous community elders from important roles such as presiding over ceremonies and passing down knowledge to future generations. Many choose not to make the long journey into town for dialysis, seeing life away from country and family to be a fate worse than death.

    I sat with my Iraqi friend in his photo store. I was his last customer, he said; the bombs would begin tomorrow. And then he began to weep. I remember thinking that his life, and the lives of others like him, would not be given a second's thought once the invasion started. The next day, the bombs began.
