Only extremists regard Muslims as enemies. But if a populist and incompetent government were to scapegoat them and declare them to be enemies, as was done to asylum seekers, it would be a short step to build on the laws already introduced with further discriminatory legislation. That in turn would lessen the protections under the law that other groups would enjoy. Of course, this could never happen in Australia. But that is what they once said in Germany, Chile and South Africa.

Antisemitism and racism are rightly considered shameful. Those accused of these things usually deny the charges vehemently. Declaring critics of the actions or policies of, say, the Zimbabwe or the Israeli government, to be racist or antisemitic should be called for the bullying it is. Our national mourning following the recent airline tragedy is spontaneous and scattered but also requires leadership. This is primarily a job for our elected or appointed leaders. In South Sudan, hate speech broadcast on a local FM radio station earlier this month led to the slaughter of hundreds of innocent civilians in a massacre based on ethnicity. Local UN officials are now calling on authorities to 'to take all measures possible to prevent the airing of such messages'. Meanwhile in Australia, the Government is attempting to give legal sanction to the kind of hate speech that incited to the South Sudan massacre.
Returnees to the Congo have been harassed, imprisoned and tortured by state authorities. Some have disappeared altogether. Forced returnees to Sri Lanka are routinely detained and quite often suffer torture. Hazaras returned to Afghanistan are persecuted due to their ethnicity and their adherence to the Shi'a sect. Australia continues to forcibly return asylum seekers, placing them in tremendous danger, ignoring a 2000 Senate Committee recommendation.
The Federal Government plans to change the Racial Discrimination Act to give preference to free speech over protecting individuals and groups from vilification. It is not surprising that there is strong media support for the changes, as they will give investigative reporters and shock jocks alike the legislative freedom they need to do their job. But the Government must include robust legislation to penalise those who get their facts wrong.
