The Prime Minister wants us to be clever. Well how about we make sure everybody's got a place to call home? The problem of homelessness and the shortage of social and affordable housing is so huge that we need a massive solution and a massive financial commitment if we want to lay claim to being civilised and fair, let alone smart and innovative. This is why, among things such as reforms to negative gearing and capital gains tax, we need a $10 billion social and affordable housing fund.

Interviewed before the screening of Hitting Home, her program on domestic violence, Sarah Ferguson pointed out that the statistics had scarcely altered in a couple of decades. How far back into our history does this dismal phenomenon reach? I first met this Tony on my regular visits here to Darwin when he was working at the North Australian Aboriginal Legal Aid Service and then when he set up the mediation services under the auspices of Anglicare. In later years I knew him when he was your Anti-Discrimination Commissioner. He was a quiet, considered, gentle, strong and principled man. On Human Rights Day, it is only fitting that I honour Tony by offering some reflections on the architecture for human rights in Australia, on the contemporary human rights controversies, and on the way forward for better protection of the human rights of Aborigines and asylum seekers, two marginalised groups who had a special claim on Tony's sympathies.

'Tonight, gathered here in the Southern Cross Club in the national capital, gathered as Eureka's children. We affirm that there is room for everyone under the Southern Cross. I hope you will return to Canberra carrying the Southern Cross flag when we proclaim the Australia Republic on 1 January 2020 which will be two elections after Australia last had a monarchist leader of a major political party. Tony Abbott is the last of his type. Whether the prime minister honoured to witness the proclamation is Malcolm Turnbull, Bill Shorten or another matters not.' When addressing Italian doctors last November, Pope Francis quoted St. Camillus de Lellis who suggested that the most effective method in caring for the sick was simply to 'Put more heart into those hands.' Let's do something to change the market settings and political settings here in Australia to modify the behaviour of all Australians in the future, and let's attend to our own Franciscan interior ecological conversion with our care for the vulnerable.

I readily accept that the Commonwealth Parliament will legislate for same sex marriage in the foreseeable future. When Parliament does, I will be fully accepting of that decision. If asked by politicians how they should exercise their conscience vote, there is no way that I would say that they should not support civil recognition of same sex marriage. But neither would I say that they must support it NOW. If I were a member of parliament, I would want four assurances before I voted for same sex marriage.

Given the ready access we have to international media and the world wide web, we can no longer plead ignorance of the trouble going on in our world. Those of us who are purist pacifists can presumably put a coherent case for eschewing violence in all cases, even were a madman to be imminently threatening the lives of our most vulnerable loved ones.

Refugee Week has been overshadowed by stories of harsh new laws, reports of government misbehaviour and ministerial silence. Regrettably hostility towards asylum seekers is widespread. We must look beyond this crabbed little world to imagine a polity in which states cooperate to change the conditions that force refugees to flee.

While the horrible tragedy was underway in Martin Place, a remarkable thing happened. We saw, and continue to see, a powerful sense of compassion in the 'I'll ride with you' spontaneous pledges. One one level it was a simple offer of human support. But it was also a deeply profound declaration of a vision for a just and inclusive Australia.

It makes itself manifest in the silence, which it somehow solidifies: the unwritten word, the unspoken retort, the unmade joke.
