    Former Immigration Minister Senator Chris Evans once expressed concern about how much personal power was vested in his position when making decisions about particular cases. The current Minister, on the other hand, is trying to increase the number of such powers, and is much more likely to use the ministerial trump card to avoid judicial scrutiny. In a parliamentary system that relies on the checks and balances between the Parliament, Executive and Judiciary, one arm of government should not be able to overrule another.

    We have adopted the dictum that our enemy's enemy is our friend. But the situation changes so rapidly on the ground, and working out who our 'allies' are is a very difficult and high risk activity. We are not even clear on the Rumsfeldian known unknowns, let alone the unknown unknowns.

Understanding the context of today's turmoil is the key to any de-escalation of violence and a guide to the type of assistance foreign nations can bring.

    One Christian engineer remembers celebrating religious festivals with his Muslim neighbours. They in turn would celebrate Christmas with him. Such interfaith experiences are almost unknown now. Iraqis tell me that at least under Saddam you knew where the boundaries were. Now there is uncertainty and indiscriminate violence.
