    We live in a time when around the world so many lives seem not to matter. Whether they be Uighur lives, women’s lives, Black lives, Yemeni lives or refugee lives. So widely disregarded in practice, the large claim that every life has value, however, oftentimes has to be justified. The ultimate reason is that each human being is precious and has an inalienable dignity. No person may be used as a means to another’s end.

    If China spies upon Australia, Australia spied on East Timor. If China detains Uighurs in harsh conditions, so has Australia detained people in brutal and demeaning conditions on Manus Island. If China lays out money to nations on our region to secure its national interests, so does Australia, most notably to Nauru and PNG.

    On a pure numbers basis, China is one of the top 25 most Catholic countries on Earth. But like so much of China, large raw numbers don't equal power for minorities. A freshly inked and still secretive Provisional Agreement between the Chinese government and the Vatican promises to improve that. Believers aren't so sure.

    Cambodia's patchy refugee record

    In 2009 Cambodia enacted its own laws concerning refugees. If asylum seekers are found to be refugees they are given a prakas that allows them to stay legally in Cambodia but which is not accepted as a proof of identity by most employers, businesses and banks. The sense of insecurity of those seeking asylum is heightened by the memory of the 29 Uighur asylum seekers who in 1995 were deported from Cambodia to China at gun point.

    Gifts of blood follow Kunming horror

    My tutor in Kunming was deeply shaken by the mass stabbings last weekend that left 29 civilians dead. When Chinese authorities put out a request for blood donors in the city, giving blood was all she wanted to do. The city's blood banks have struggled to accommodate the throng of willing donors, the upturned arms of ordinary citizens replacing some of the blood spilt by the long knives. This strikes me as profoundly Eucharistic.

    Uighurs failed by Cambodia's sham refugee law

    In June last year a solitary Uighur from Xinjiang province arrived in Phnom Penh seeking asylum. On 18 December he and 21 other Uighur asylum seekers were praying when Cambodian police entered their safe house and abducted them at gunpoint.

    According to P. J. O'Rourke, today's asylum seekers are tomorrow's 'really good Australians'. Australia has established Uighur and Turkish communities and could easily accommodate the few remaining ex-Gitmo Uighurs.

    It is hard to imagine any solution to the discontent in Xinjiang without a general change in the political culture of China. That seems a distant prospect indeed. For Australia's part, a soft and friendly voice may do more than condemnation or contention.
