In the Sydney Morning Herald on 17 August Lindsay Murdoch reported on the public hearing by the Australian Parliament’s Joint Committee investigating a Modern Slavery Act. The proposed legislation is broad but this article focused on one aspect—the institutionalisation of children.
The mood was subdued at the gates of our small Catholic primary school at 3:30pm on Wednesday. Ten per cent of our school's students have an autism diagnosis, and for their parents who had read Pauline Hanson's comments to the Senate that afternoon, those familiar feelings - dismay at the ignorance and lack of empathy of some people, worry for the future, and defiant pride in their diverse children - had been activated yet again.
Indigenous leaders this last week have called for the creation of two new legal entities. They want a First Nations Voice enshrined in the Constitution, and a Makarrata Commission set up by legislation. The Makarrata Commission would supervise agreement making between governments and First Nations and engage in truth telling about history. The envisaged destination is a national Makarrata (or treaty). So the immediate constitutional issue is the creation of the First Nations Voice. There is no point in proceeding with a referendum on a question which fails to win the approval of Indigenous Australia. Neither is there any point in proceeding with a referendum which is unlikely to win the approval of the voting public.
The level of consultation prior to the announced changes was appalling. But that is water under the bridge. It's time to enunciate some clear principles, and for respectful consultations to take place investigating how those principles can be best applied. This must be done within the realistic political environment in which we find ourselves. At the same time the Catholic system should ensure its schools are more available to the poor, enacting Pope Francis's desire for 'a Church which is poor and for the poor'.
Catholics have a proud record of exercising their democratic rights within Australian democracy as voters, members of political parties and lobby groups, and as elected representatives. But within their own church they have been taught to leave their democratic rights at the door. Now is the time to challenge that norm in parishes, dioceses and the wider church. In responding to the royal commission the church needs an infusion of democratic values, including transparency and accountability.
As the Church of 2030, we need to be more attentive to the contemplation of believers and our experience of spiritual realities, as well as the preaching of the church. Pope Francis has no time whatever for the notion of the Church as a perfect society. But, there is no way that Francis wants to abandon the ideals and the commitment to truth and justice so well exemplified by his predecessors John Paul II and Benedict.
'Labor-lite' or not, there are many investments contained in the budget which will work towards a more just society, including the securing of funding for the National Disability Insurance Scheme by raising the Medicare levy, and the needs-based approach to school funding, dubbed 'Gonski 2.0'. But among these commitments that seek to create a more equitable Australia, this budget again seeks to vilify welfare recipients, among the most vulnerable members of our community.
Our Church is presently a strained, outdated social institution with an exclusively male hierarchy and clergy. But it is also the privileged locus for us to be called to the banquet of the Lord sharing theology and sacrament which have sustained the hearts and minds of similar pilgrims for two millennia. Thank God for Pope Francis who is showing us the way, helping us to find meaning in our changing and chaotic world, putting a fresh spring in the step of all those Catholics holding in tension the prophetic and the practical, the theological and the humanist, the tradition and the contemporary reality.
Part of the cost of the double dissolution election last July has been the creation of a Senate with the largest, most diverse group of crossbenchers ever. This will make the passage of any new contested Budget measures difficult, particularly given the Prime Minister’s vulnerability on his right flank, and the Labor Party's propensity to mimic the Opposition tactics adopted previously by Tony Abbott. The government needs to create a clear narrative as to how it will achieve equitable and sustainable growth through this Budget.
The government and the Catholic Church both face difficulties when commending values. The difficulties will dog events during the next week in which both institutions are on public display: the bringing down of the budget and the meeting of the Australian Catholics bishops. The question Australians ask is whether the bishops and other public representatives of the Catholic Church have the stomach for the changes in governance needed to address the factors that led to child abuse.
For various reasons, 'free' education in Australia has been qualified by HECS, which actually serves to wedge the liquid incentive of government and educational institutions on the one hand with the need for students to obtain affordable education on the other. Even that balance is now under threat, with a pre-budget announcement suggesting cuts to university funding and increasing costs to student degrees are in the offing. Universities are far from blameless in the present distorted funding model.
A person with religious literacy has an understanding and appreciation of the teachings of religions in the world, is knowledgeable about the various applications and manifestations of those teachings, and understands how religious faith forms, informs and enriches contemporary human society. In a world where Islamophobia and anti-Semitism are on the rise, endangering and taking the lives of so many innocent people of faith, it is difficult to overstate the importance of religious literacy.
