In the Apology to the Stolen Generations the Australian Government spoke on behalf of all Australians in recognising that it acted wrongly in removing Indigenous children from their parents. It recognised also that the reason for the removal was the disrespectful claim that its targets were defined, not by their shared humanity, but by their race. This disrespect caused lasting damage to the children and families.

The crisis brought to a head this ambivalence of governments. It underlies the attack by three NSW government ministers on the community groups responding to the fires. The ministers criticised them for doing ineffectually what the government was not doing and for spending money on administration that it should have provided.

In the wake of the catastrophic fires we need to ask questions about how Indigenous Australians before settlement managed the land and how our agricultural and economic practices have contributed to the perilous situation in which we now find ourselves.

It is ironic for those of us who have long wished for a closer and more respectful relationship between India and Australia to be arguing now for caution. But perhaps the time has come for a relationship of political solidarity between the people of India and the people of Australia, rather than the economic expediency that seems to be on offer.

As the sea withdrew, the waves left curling black lines that crossed one another. The beach became a map in which territories were separated from one another. That image reflected the fires and the ways in which they were perceived. They were more than localised events. They affected relationships that spread far beyond the fire.

If China spies upon Australia, Australia spied on East Timor. If China detains Uighurs in harsh conditions, so has Australia detained people in brutal and demeaning conditions on Manus Island. If China lays out money to nations on our region to secure its national interests, so does Australia, most notably to Nauru and PNG.

As we pare back more and more, I have started to realise that there is a risk in taking things too far. The consumer orgy of the past may have been unsightly, but gift giving itself also serves a valuable social function, and we may be at risk of throwing out the baby with the bath water.

The fact that they so easily turned their attention away from the lives of the people threatened by fire to brawling about their own virtues and lack of them offers little hope that the lives of Australians will count with them when they reflect on the causes and the proper response to the fires.

It may seem paradoxical that one of the most effective ways of imposing silence is by imposing noise. The Romans did it with bread and circuses. More modern totalitarian regimes have done it with military processions and massive rallies. Governments in contemporary democracies do so by controlling what is fed to the media.

This revelation has again brought into the public eye the dirty secret about the business of horse breeding and trading, gambling and associated industries. They are vast, and they are important.
