George Megalogenis describes a protest rally in 1849 organised by residents of Sydney against arrivals of more convict boats. Workers who 'wanted to maintain their high-wage society' made 'the first of countless calls that would be made against migrants who threatened to undercut their standard of living'. It is a familiar refrain today. In a world where three-fifths of a person's income is determined by their place of birth, it defies logic that we place restrictions on people's movement to preserve our standard living.
The image of the body of Aylan Kurdi cradled in the arms of a Turkish soldier jarred with our sense that poverty is simply the deprivation of material goods — there is no greater poverty than death, and no greater deprivation than that of a child stripped of life. Francis speaks powerfully of the need to address poverty. He insists that the church must move out of its comfortable centre to the margins where the poor live. To address poverty we must know people who live in poverty as our brothers and sisters.
Banning people from entering countries has become the flavour of the month. Two US citizens, hip-hop artist Chris Brown and anti-abortion advocate Troy Newman, were banned from entering Australia. It is sometimes right to exclude people. But unless the processes are transparent and the need clearly demonstrated, such exclusion has costly consequences for the life of the community. It privileges power over reflection, and suggests character is defined unchangeably by past behaviour.
As immigrants settling in Australia, the relative lack of fences and security measures was a sign that we'd chosen a safe and respectful country. This erasing of margins implied at once both mutual trust and an innate respect for the invisible boundaries that demarcated people's personal space. Australian references to 'boat people' is simplistic and offensive. 'Queue jumper' inaccurate and moralising. Even the term 'asylum seeker' has become politically complicit. European coverage of this week's Mediterranean boat tragedy describes the victims and survivors simply as 'migrants', which is an open description of a person on a boat crossing borders.
When the term 'Rule of Law' was coined in the 19th century, it included a reasonable conduct stipulation to ensure fairness. A bill currently working its way through Federal Parliament would give those working in detention centres a low threshold in the use of force against detainees. The criterion of reasonableness of the officer’s conduct would be replaced by what an officer believes is reasonable.
Daniel Mannix, who was Catholic Archbishop of Melbourne 1917-63, knew how to control an audience and shift the perception of events. He argued fiercely against conscription in the 1917 Referendum, and railed against the exploitation of struggling workers. On finishing his new biography, I imagined a meeting between him and Pope Francis, both masters of public symbols with a disdain for church clericalism and sanctimonious speech.
Pope Francis has been hailed for his ‘rattling’ and ‘upsetting’ Catholic climate change sceptics and politicians. His predecessors John Paul II and Benedict XVI were ahead of most politicians on the issue, but essentially they underestimated the magnitude and urgency of the environmental problems we face. It is likely that Francis will make a decisive effort to confront climate change during 2015.
