A particular issue in Australia is the age of criminal responsibility, which varies in different states between ten and 12. Research into brain development suggests that people cannot fully take responsibility for their actions until they are 15 years old. Responsible policy must respect the human development of the child and ensure that the response to their wrongdoing takes into account their age and does not place them in processes they can neither understand nor properly participate in.

Like Tony Abbott before him, Malcolm Turnbull is slated to make Jakarta one of his first overseas ports of call as prime minister. His visit will occur as calls grow louder in Indonesia and elsewhere for the truth to be told about the massacres of up to 1 million Indonesians 50 years ago this October. It is assumed that at the time Canberra did not protest the massive miscarriage of justice and international law that occurred. It can now compensate in a small way for that silence by making public what it knew.

Some refugee advocates will almost deify the refugee, and take away their humanity by making it seem that the refugee is always right. In reality refugees make bad decisions, tell lies and exaggerate, just like the rest of us. But that does not mean they're contemptible. Recognising their humanity makes it easier to feel empathy with them, and less likely we will fear them.

Against the background of Australia's migration history, we can see the importance of Muslim groups maintaining their own praying community and culture including the use of their native language of worship. This will inevitably change with successive generations, but the pace of this is a matter for the communities themselves. The most harmful thing native born Australians can do is to pressure migrants to abandon their cultural roots in order to fit our expectations and to placate our fears.

A poorly-organised ill-resourced minority community often feels it has better things to worried about than 'white' converts who, like converts to any faith or belief system are known for their zeal. If the government really imagines young Muslims and converts are ripe for 'radicalisation', an excellent investment they could make would be in support services for new Muslims. In our lucky country, there is much loneliness in this group and many reasons to feel marginalised.

Refugee Week has been overshadowed by stories of harsh new laws, reports of government misbehaviour and ministerial silence. Regrettably hostility towards asylum seekers is widespread. We must look beyond this crabbed little world to imagine a polity in which states cooperate to change the conditions that force refugees to flee.

There is a particular anatomy to the process of othering. In any context, the formula consists of propaganda, hatred, division, suppression and control. I'm from Perth. Some people would dispute this due to my brown skin and non-Anglo name. But I was born here, and have lived here for my entire life. Still, people like me are too often considered Australian only by law, and not by sociocultural connotation.

Most recent controversies over places of worship in Australia have involved Muslim prayer halls, cultural centres and mosques. But at Crossley, a small coastal community between Port Fairy and Warrnambool, there was another dispute over a place of worship, but a Catholic one. One of the social activists spearheading the campaign was author Regina Lane.

I fear for those Muslim young people driven into the arms of ideological extremists so unnecessarily. I'm prompted to recall my school years, when Soviet troops were invading Hungary to put down the brief revolution. I wondered uneasily whether it was not perhaps my duty to go to Hungary to fight for freedom there. For an idealistic young man whose Catholicism was tightly intertwined with anti-communism, the thought was natural.
