Liberal democracies keep secrecy in check. Where secrecy is justified, this justification should itself be public. The Abbott Government has withheld important information from the public on questionable grounds, and it has shielded itself from criticism by stifling debate on whether that secrecy is justified.

The Government's vilification of people arriving by boat has reached the level where the term 'illegal' features in the Budget documents. Immigration Minister Morrison has insisted on referring to people arriving by boat as 'illegals' for some years, despite the Migration Act using the less pejorative term 'unlawful non-citizen'. This is not just a lawyer's linguistic debate; if it were not important, the Government would not insist on the term.

Scott Morrison has announced the formation of a powerful new paramilitary force with its own ideology, training and rank structure, answerable only to an immigration minister. There is a disturbing comparison that may be drawn between this new agency, apparently with no legal or constitutional checks and balances outside itself, and the Schutzstaffel security service established by Hitler and answerable only to him as leader.

The Howard Government's radical-right tendencies emerged gradually. By contrast, the Abbott Government has already sent multiple signals that it is intent to radically remake the political fabric. While the restoration of knighthoods to the national honours system is merely a wacky emanation of the prime ministerial psyche, the proposed amendments to the Racial Discrimination Act are corroding basic principles of constitutional democracy.

Scott Morrison is the first Immigration Minister to inspect ADF facilities. There has always been cooperation between the Defence Force and other government agencies, but Operation Sovereign Borders has radically changed the playing field. Indonesia's politicians might relish the irony of seeing in Australia an increasing interpenetration of military and civilian hierarchies — something that Australians used to see as a fault in Indonesia.

It is now weeks since any asylum seekers arrived in Australia, and under the Abbott Government there have been no reported deaths at sea involving Australian border protection interception action or failure to act. This is a striking improvement on the high death rate under the Rudd and Gillard governments. Tony Abbott has kept his pre-election promise to stop the boats, but at what huge cost!

Labor has made a political meal of last week's mishandled asylum seeker rescue. But neither Bill Shorten nor Richard Marles has shown any sympathy for the asylum seekers themselves. Meanwhile the Coalition's stubbornness has set back relations with Indonesia, has it pressed ahead with its turn-back policy to the point where Indonesia had to say very publicly 'We will not tolerate this any longer.'

Tony Abbott did handsomely in Jakarta. He was able convincingly to pitch the message that the bilateral relationship is much bigger and more important than the people smuggling issue, which he implicitly admitted had been mishandled by Australia. The national interest will be well served by the PM's deft handling of a difficult situation.

During the election campaign, both major parties made much of their humanitarian concern to stop drownings by stopping the boats. Scott Morrison offered no words on this during the first Operation Sovereign Borders briefing on Monday. Nor did Labor's official commentators. Deaths at sea have apparently dropped off the radar — at least until the next maritime tragedy, which both parties will no doubt exploit to score points.

Labor's humanitarian achievements included routinely distributing media releases announcing every boat interception and every incident of assistance to boats in difficulty at sea. It would be tragic if under Operation Sovereign Borders the Coalition abandoned the present degree of public transparency and accountability for deaths in border protection operations on the spurious pretext that these are matters of national security.

'Like many Australians, I had hoped that the dastardly plan announced on 19 July would stop the boats in the short term, as a stop-gap measure. It is dismaying to learn that appropriate consultations had not occurred with Indonesia with the result that the very people who were to receive the shock and awe message are yet to receive it.
