With very little public debate or consultation, Victoria has repealed almost all laws relating to prostitution. Alone among all recreational activities, sex for payment is now unrestricted, even regarding health and safety. If we really care what happens to people, what place does sex work have in our society?
We have a lot of work to do if there is to be any prospect of a successful referendum on the Voice to Parliament, which Indigenous people have put to us as the mode by which they want to be recognised in the Constitution. They have said they want a Voice. Now, we can debate whether it be a Voice to Parliament or a Voice to Parliament and government, or a Voice just about particular laws.
In recent years, Australian policies in relation to asylum seekers and refugees have been unnecessarily mean, cruel and disorganised. The election of the Albanese government provides the opportunity for a reset, putting behind us the past mistakes of both Coalition and Labor Governments in the last 20 years.
We need to be able to do more than simply give notional assent to the Uluru Statement. We need to be able to contribute to the hard thinking and difficult discussions to be had if the overwhelming majority of our fellow Australians are to be convinced of the need for a Voice in the Constitution.
One of the tests by which we can judge political maturity is whether it gives due weight to complexity. It is easy to reduce political conversation to opposed statements between which we must choose. That will sometimes be appropriate. Often, however, discussion of policy raises several different questions, each of which needs to be considered.
The week of the Plenary Council's Second Assembly, unlike the First Assembly, will largely be devoted to voting. My best guess is that there could be about 100 rounds of consultative votes (including amendments and then thirty amended motions) during the week. This will be followed by deliberative voting by the bishops and their proxies. Before voting there will be many short, sharp speeches from among the 280 members interspersed in the program. This will make for an extremely tight timetable.
Whoever is Prime Minister after the election on May 21, he will need to address the question of Indigenous recognition in the Australian Constitution. This is the sixth election in a row when the question has been a live, unresolved issue during the election campaign. The patience of Indigenous leaders is understandably wearing thin. Trust is waning. There is still no clear path ahead. So where to from here?
The long conflict between the federal government plan for a national radioactive waste facility in South Australia and the opponents of the plan has continued to escalate in the past months. On 19 November, Kimba on SA’s Eyre Peninsula was declared South Australia’s Agricultural Town of the Year. Notwithstanding this significant honour, on 29 November the federal Minister for Resources Keith Pitt finally made the formal declaration that Napandee in the Kimba district was the chosen site for the proposed federal radioactive waste dump.
In recent days, if you were to listen to the media reports, you could be forgiven for thinking that religious educators want to retain a right to exclude children or teachers from their schools on the basis of their gender or sexual orientation. Nothing could be further from the truth. Or nothing should be further from the truth.
One reasonably could ask whether this is the moment to write a book about the potential of Catholic Social Theory to contribute to Australian politics and policy. After all, the Church is still struggling to come to terms with decades of child abuse, hardly a recommendation for social potential. We currently also are attempting to make sense of a Plenary that is both confused and confusing.
