This year Refugee Week has been swallowed by the disruption caused by COVID-19, and by the fracturing of society in the United States. In a world where people naturally turn inwards, those who seek protection from persecution receive little public attention or sympathy. It becomes all the more important to reflect on the world of which refugees are part and why their lives matter to us.
We must ask: are our police forces keeping us safe? All of us? Poverty, discrimination and disempowerment cannot be solved with more policing. What if we took the money that is currently spent on policing and spent it on supporting the community?
But insecurity breeds insecurity. In the face of insecurity we can feel insecure. Our identity as persons can be shaken by the insecurity of our circumstances. This is not inevitable. Nor is it necessarily lasting. Some people will be temporarily or lastingly paralysed by anxiety; others will be more resilient.
Over the past few weeks we’ve seen the government pull out all the stops in an attempt to convince the Australian public to download the COVIDSafe App. There are plenty of issues with the app itself, including its technical flaws, and valid concerns around data privacy, security and the normalisation of surveillance. But the other fascinating aspect of COVIDSafe has been the commentary surrounding the app.
What is often not expected or well understood is the effect of ‘lag time’ aftershocks in our regions following economic crisis. Lag time is an attribute of some rural, regional and remote communities and is most often seen in economically path dependent and single industry communities, many of which of course, comprise RRR Australia.
But just as the frighteningly precarious nature of our lives has been thoroughly exposed, so too has the inequality of it all. Even in a pandemic, we aren't all suffering equally. Even in a pandemic, structures of privilege continue to operate.
Many women and children in Pakistan might not be safe within their own houses. They are being forced to be locked in with their abusers, with little to no hope of intervention from authorities or the outside world, as everyone is engaged in fighting with the virus.
I keep going back to a short story, by Carmen Maria Machado in her book Her Body and Other Parties, called ‘Inventory’. In its simplest terms, the story is a narrator’s list of her lovers loved: boyfriends, girlfriends, neighbours, strangers. From this inventory emerges, bit by bit, the story that has made the list necessary: an epidemic is ravaging the world’s population.
This huge, rarely mentioned and ongoing deeply shameful situation regarding the health and housing of First Nations people comes into unbearably sharp relief by the present crisis.
We know that prisons are pressure cooker environments at the best of times. We can’t let them also become sites of mass infection, with potentially grave consequences, during the current COVID-19 health crisis.
The COVID-19 pandemic came swiftly and without any warning to turn our lives upside down. But while many of us are living the routine of our lives very differently now, people who are homeless or those at risk of homelessness are experiencing this pandemic in an acutely difficult way.
