    In July, Anthony Albanese announced a significant change of stance on Labor tax policy which was disappointing, if not surprising. An elected Labor government, Albanese promised, would keep the coming high income tax cuts he previously opposed. This decision to not oppose the government proposal to restructure the income tax system through reduced marginal rates is supporting a government policy that will lead to a significant redistribution of wealth towards high income earners.

    I have the controversial opinion among my colleagues that teachers, on average, actually get paid pretty well. Averaging, however, is the crux of debate. Yes, if a teacher's job is averaged over the year, their pay is reasonable and their workload is manageable. Alas, teachers are mere mortals; they aren't Time Lords who can redistribute their work to a time of year when they are less busy.

    The Senate is currently inquiring into the Cashless Debit Card Bill that will further expand the income management program. Welfare is a redistributive mechanism that supports the dignity and self-determination of the individual. In tying conditions to payments government is denying the self-determination of welfare recipients, counter to the very purpose of welfare.

    In an age of 'budget repair', social policy risks becoming just a sidebar to economic policy which is a contest of ideas about how best to grow the size of the pie thereby providing a slice for 'the deserving poor' without having to redistribute too much of the pie, while 'the undeserving poor' drop off the edge as they would have anyway. For those of us schooled in Catholic social teaching, the so-called 'undeserving poor' are the litmus test of our commitment to the human dignity of all persons.

    'Intergenerational' goings on are stirring public consciousness. On Thursday, Federal Treasury publishes its five-yearly Intergenerational Report. It provides a framework within which legitimate questions about winners and losers can be addressed, by including action on climate and narrowing wealth and international cooperation, rather than viewing society as merely the playground of competing individuals.

    A third of taxpayer-funded superannuation concessions — around $10 billion a year — are directed to the top 5 per cent of income earners. People living on or below the poverty line get no such support. This week's Tax Forum must ask: Are we proud of how we redistribute our national wealth?

    Sharing the carbon price pain

    Because the Government will provide compensation for higher fuel bills, there is little incentive to use less electricity. While the Government is to be commended for its attempt to use carbon pricing to redistribute wealth, it is likely the poor will share the greater part of the burden of carbon pricing.

    If there is any vestige of democratic socialism left in Labor, the Gillard Government needs to raise taxes without apology, knowing its social welfare policies are just and necessary. It also needs to remain committed to redistributing wealth to eliminate huge discrepancies in living standards.

    Aside from a few fanatical poverty-deniers, there is a broad consensus that we have a serious problem. Frantz Fanon reminded us nearly 50 years ago that we need a redistribution of wealth. 'Humanity must reply to this question, or be shaken to pieces by it.' We have been shaken to pieces.
