If you want to form government in Australia and if you want to lead the Australian people to be more generous, making more places available for refugees to resettle permanently in Australia, you first have to stop the boats. If you want to restore some equity to the means of choosing only some tens of thousands of refugees per annum for permanent residence in Australia from the tens of millions of people displaced in the world, you need to secure the borders. The untrendy truth is that not all asylum seekers have the right to enter Australia but that those who are in direct flight from persecution whether that be in Sri Lanka or Indonesia do, and that it is possible fairly readily (and even on the high seas) to draw a distinction between those in direct flight and those engaged in secondary movement understandably dissatisfied with the level of protection and the transparency of processing in transit countries such as Malaysia and Indonesia. Labor's National Conference endorsement of boat turnbacks does raise questions, as policies are not merely pieces of paper. They are statements of value, in this case about vulnerable and desperate humans. If, under our policies, we inflict pain for other purposes, it will come back to haunt us.

Walking towards the courthouse, I heard a cry, 'Hey, Father Frank, over here! You've got to support us mob.' I was torn. I was chairing a national consultation at the request of the Commonwealth Government. I did not want to politicise our presence in town. But then again, I did not want to abandon Ben and his colleagues in their hour of need. They all stood in front of an Aboriginal flag. Some were crying out for justice for their deceased loved one.

We gather on the 48th anniversary of the 1967 referendum. All major political parties to an agreed referendum question when going into the next federal election, with the understanding that the new government and the new parliament would proceed to put a referendum to the people, perhaps on Saturday 27 May 2017, the fiftieth anniversary of the successful 1967 referendum.

Our Constitution is premised on the outdated notions of terra nullius and assimilation. It is more than three years ago since the Gillard Government set up an Expert Panel, and the Abbott Government is waiting for consensus. Noel Pearson is right to insist that Aboriginal leaders need a place at the table.

The most remarkable thing about this Budget, in contrast with Prime Minister Abbott's promise of a fair Budget, is that so much of it relies on the re-election of a Coalition Government in 2016. During the West Indies 1960-61 tour of Australia, Frank Worrell and his predominantly black team transfixed Australians from coast to coast and, without any missionary intent, struck a resounding blow at the White Australia Policy, which was still in place. This jubilant, exciting story prompts questions about today's masses, who enthusiastically support harsh, and arguably racist, treatment of asylum seekers.

In 2011 the Commonwealth set aside $10 million for the NT Government to provide for dialysis patients from remote communities in Central Australia. But the funds remain in the Commonwealth’s bank account, while the need is acute. Community organisations and others including Vinnies and Caritas are helping, but it’s shameful that the needs of one of Australia’s most vulnerable groups are still unmet long after funding has been allocated.

Annabel Crabb chaired it all really well, but the next day I realised that not only our Foreign Minister, but not one panelist, got one question about their extraordinary achievements. Bishop was managing partner of a big law firm. She has unique experiences and must have views on the world’s problems and their impact on Australia. But nobody asked.

Last week two reports exposed the limits of Australian responsibility to people who have suffered as a result of historical or present Government actions. The Closing the Gap Report revealed more failures than successes, and Tony Abbott's response to the Report was exemplary in taking responsibility. Not so with the Human Rights Commission Report into children in detention. He denied responsibility and accused the messenger of deliberately distorting the facts.

On Wednesday, 53 Christian protesters were arrested staging 'pray-in' actions at politicians' offices around the country. Eight were allegedly strip searched before being formally charged with trespass after praying in the Perth office of Foreign Minister Julie Bishop. There are echoes of martyrdom in the early church, which involved the refusal to worship the emperor. In contemporary Australia, the resistance is to the border protection regime.
