    Over the past week of Parliament, we have seen the strange and distressing spectacle of Labor timidly criticising the Government's handling of the events on Manus Island. If it were brave enough, Labor could use these events as a trigger for policy change. To call for the Manus centre to close, and for detention and processing centres in Australia to reopen, would be the moral policy for Labor at this point.

    Manus is not subject to Australian law and public accountability safeguards, or only very imperfectly. Cover-up of atrocity is a lot easier in Manus than it would be in an Australian detention centre. And this of course is what was intended. Manus is part of the asylum-seeker deterrent system. The fear of death at sea, and the fear of death by security force brutalisation at Manus, are intended to deter asylum-seeker voyages. To stop the boats.

    Scott Morrison is the first Immigration Minister to inspect ADF facilities. There has always been cooperation between the Defence Force and other government agencies, but Operation Sovereign Borders has radically changed the playing field. Indonesia's politicians might relish the irony of seeing in Australia an increasing interpenetration of military and civilian hierarchies — something that Australians used to see as a fault in Indonesia.

    During the election campaign, both major parties made much of their humanitarian concern to stop drownings by stopping the boats. Scott Morrison offered no words on this during the first Operation Sovereign Borders briefing on Monday. Nor did Labor's official commentators. Deaths at sea have apparently dropped off the radar — at least until the next maritime tragedy, which both parties will no doubt exploit to score points.

    Border protection transparency under Abbott

    Labor's humanitarian achievements included routinely distributing media releases announcing every boat interception and every incident of assistance to boats in difficulty at sea. It would be tragic if under Operation Sovereign Borders the Coalition abandoned the present degree of public transparency and accountability for deaths in border protection operations on the spurious pretext that these are matters of national security.

    Disrupting sexism

    Chief of Army Lt Gen David Morrison summed it up well. In condemning the culture of 'permission' that allowed defence officers to exploit women, he said: 'The standard you walk past is the standard you accept.' Framing sexism in terms of permission should sharpen the way we respond to abuse of women — the same compulsion to conform presents us with opportunities to disrupt tacit permissions.

    A recent study of sexual violence in six Asia-Pacific countries revealed that one in every four men had committed rape. When men who don't rape tell the violent minority that they have no such right, the dreadful statistics will start to plummet.

    We now have another distressing and perplexing case of possible Australian failure properly to use intelligence information to save lives. If the unnamed agency that briefed AMSA did have the relevant coordinates, and yet did not pass them to AMSA to pass to BASARNAS, it could be complicit in the deaths of up to 58 people last week.

    My friend was raped by a stranger at knife-point. When the police found the perpetrator she learned he had raped other women, and had murdered some of them. While he was being charged, she decided to opt out of the proceedings. She didn't believe prison would rehabilitate him, or aid her own survival.

    The pack mentality that led military personnel to ingore instances of rape seemed also to be at play on the Melbourne bus where a French woman suffered a tirade of abuse while most passengers sat silently by. An American journalist has argued that a peer group's creation of a social norm of human kindness could be the most effective way to encourage defiance to an immoral order.
