The Federal Government is moving to abolish the body set up to protect and regulate the non-profit sector. Vinnies CEO John Falzon describes the action as 'ideological', while Melbourne Catholic education chief Stephen Elder sees it as an opportunity to spend more time raising money and delivering services. The Government must explain the policy imperatives driving it to dismantle such an extensively considered piece of legislation.

In the 2006 Census, the number of homeless exceeded 100,000 for the first time. Kevin Rudd described this as a national disgrace and promised to cut the number in half by 2020. His Labor Government did make some progress — there was a fall in the number of rough sleepers and there was a welcome reduction in homelessness among Aboriginal people. Yet by 2011, the homeless numbers had risen again.

Australia is one of only a few countries in the world that has a franking credit system. Though it is designed to stop 'double taxation' on company tax, in many cases it ends up being a 'double reward' for entities that already have tax favoured status. Last year the Tax Commissioner generously refunded over $500 million to charities and not-for-profits on dividends because they pay no tax.
Last week, the Federal Government streamlined bureaucracy when it legislated for a single body to regulate charities and not for profits. But it is also pursuing a new charity tax under the guise of cracking down on abuse of the current system, by 'better targeting of tax concessions'. This could force agencies to downsize programs that support disadvantaged Australians.
Paul Keating says he changed superannuation from an elite system to one which would include 'the bloke running behind the garbage truck'. But a new elite has left the garbo in the dust. Labor's core constituency and the economy would be much better off with the age pension rather than super.
