Cometh the time, cometh the exploitable prejudice. With millions of globally displaced persons, states are retreating from the business of actually treating the condition as one of dysfunction inflicted by war, famine and poverty. It has morphed from a matter of humanitarianism to one of social ill and unease.
It has become clear that the brutal Australian treatment of people who seek protection is part of an international punitive policy. This is sometimes attributed to a failure of political leadership. But it may reflect a deeper cultural change in the Western attitude to strangers, seen in migrant and refugee policy, penal policy, international relations and the scope of the rule of law.
Even if all of the families that have been coldly, clinically, 'legally' torn apart can be reunited, much of the damage done is likely irreparable. Social workers and scientists have spoken out on the permanent damage inflicted on children separated from their parents. But who will speak on the scar left on the national conscience?

The first two shipments we sent to Nauru were sent with some assistance from individuals in Immigration who saw what we were doing as a good thing. Well, that's what we thought. By the second shipment, the letters from Australian school children mysteriously disappeared no one was willing to own up on the who and why.

I often feel I have the best job on the planet. Teaching English to adult refugees should be a daunting task. Yet these classes are especially warm and congenial places to be. Human beings at their most vulnerable possess an extraordinary fund of light and laughter despite, or perhaps because of, the darkness they have left behind.
These are people living precariously: pregnant women, families with young children, elderly people. They are being 'transitioned out' of Status Resolution Support Services based on 'job-readiness'. The move not only illustrates the arbitrary nature of immigration policy, which sets people up to fail; it is institutionalised sadism.
The budget includes a range of tax cuts for many Australian workers and some funding for education and early childhood services but fails to address the ever-growing inequality across the country. Simply put, it is those in the greatest need of support who have yet again been left behind.
A common response to voters behaving badly is to call for qualifications on the franchise, such as education, or the outsourcing of public policy decisions to experts. Instead, I'd argue the opposite: the problem is not democracy, it is the deficit. It is not that too many people have a say in how society is run, but rather not enough.
