    The world’s financial markets are afflicted by a deep irrationality that imperils their very existence. On the surface, finance looks logical enough with its numbers, charts, mathematics, forecasts, ‘modelling’ and so on. But this only masks the fact that the system itself has been working on underlying assumptions that are either contradictory — such as that you can ‘deregulate’ finance when finance consists of rules — narrow minded or absurd.

    Neither India nor Australia can go it alone when confronting a global issue such as climate change. India cannot disregard the effects on other nations when it adopts laws and policies for alleviating the poverty of the poorest of the poor. Australia cannot disregard the effects on other nations when it considers restricting the availability of resources for export such as coal which might help provide electricity for the world's poorest citizens.

    Hailing from Argentina, Francis puts his trust neither in ideological Communism nor in unbridled capitalism. We need to enhance international security, building the rule of law within multilateral organisations, and fostering the climate for investment sensitive to the triple bottom line - economic, social and environmental. I return from Rome grateful that we have a pope prepared to open these questions, accompanied by senior prelates happy to mix it with business and community leaders.

    The IMF has failed Greece

    International Monetary Fund prescriptions have a long history of failing, and countries that ignore them are often the ones that do surprisingly well. Few have been asked to be more servile than the Greeks. When the IMF came in with what is amusingly referred to as its austerity 'plan', the Greek economy was expected to grow at over 2 per cent. After the 'plan' had taken effect, the country’s economy had shrunk by a quarter.

    My youngest son, who lives in central Athens, is on the phone. ‘What do you think I should do with my money?’ he asks. The New York Times likens Europe and Greece to two prize-fighters, but I suspect that this is a male take on the matter. The women on the scene, Chancellor Angela Merkel and IMF chief Christine Lagarde, are more or less playing the part of the firm mother to naughty, quarrelling boys.

    Pope Francis and Julie Bishop both spoke this week, with passion and within days of each other, about how to address poverty in the world's poorest countries. Bishop launched a framework of new performance benchmarks, and her desire to improve accountability and transparency in Australia's aid program is to be commended. Hopefully the framework holds the voices of the poor and marginalised at its centre.

    Foreign Minister Bob Carr has said that, coming from Australia where climate change denial 'fills the air', he finds it significant that world leaders see climate change as the world's most important concern, even more than the economy. Recent extreme weather events, including the floods in Queensland, are symptoms of long-term climate change.
