Let's amend 18C to say what it means

The debate over section 18C of the Racial Discrimination Act (18C) has gone on for far too long. It's time to bring it to a close. To date, I have been silent in the present debate, in part because I was a critic of such legal provisions when they were first proposed in 1992 and again in 1994. I have since been convinced that a provision like 18C could be designed to target racial vilification, leaving offensive insults beyond the reach of the law in a robust democracy committed to freedom of speech.

    Battered broadcaster's Bolt delusion

Josh Bornstein compared the ABC to the victim in an abusive relationship, desperately trying to ward off the next blow by anticipating the criticism of its enemies. Certainly, enlisting Andrew Bolt to participate in a documentary on Indigenous constitutional recognition seems like a pre-emptive defensive move against the accusations of bias that are routinely levelled against the national broadcaster. For Bolt the arrangement is win-win; for the ABC it's yet another example of self-sabotage.

    South Australia's nuclear threat continues

It's no surprise that three of the federal government's shortlisted sites for the proposed national radioactive waste facility are in South Australia, the 'expendable state'. And it's disturbing to find that the owner of at least one of the sites has been misinformed, believing 'It's basically only a medical waste facility.' In fact the farmer and Indigenous opponents of the sites are right to be concerned. The intermediate level waste housed at such a facility will be hazardous for thousands of years.

South Australian Aboriginals face new nuclear test

The budget for the 2015 Indigenous Advancement Strategy funded South Australian Aboriginal communities less than ten per cent of what they required, and some received nothing at all. So with the prospect mooted of the state hosting a depository for the world's high-level radioactive waste, it's a very relevant concern that some communities might be enticed to offer themselves as a site. This is not only a justice issue for those communities; the environmental implications are far-reaching.

The Liberal Party now contains deeper and wider ideological divisions than the Labor Party. This will be true regardless of who emerges as leader today. The question is whether the party can survive such deep differences without fragmenting.

There is nothing wrong with mums and dads buying shares as an exercise in responsible stewardship of family assets. But they need to be ready to face consequences if profiting from their investments involves exploiting other Australians.

Last Christmas, rookie Prime Minister Rudd could not afford to take a holiday. This year, following dismal December opinion polls, it's Turnbull who may need to forgo a break as he gets the Coalition house in order.

Nuclear Expansion: politics and deeper issues

    • Paul Osborne
    • 29 May 2006

Paul Osborne asks:  Should we export uranium at all? Should we lock up the reserves and declare Australia nuclear free - setting an example to the rest of the world? What is Australia's moral responsibility when a country suddenly turns around and wants to use material from nuclear processes, fuelled by Australian uranium, for weapons?
