I was able to mix with other writers bemoaning Australia's refugee policy including the obfuscation about the death of an asylum seeker on Manus Island and Julie Bishop's latest diplomatic initiative asking Hun Sen to accept refugees from Australia for permanent resettlement in Cambodia. I came away wondering how passionate refugee advocates could be so sanguine about doctor administered death even for children.
Manus is not subject to Australian law and public accountability safeguards, or only very imperfectly. Cover-up of atrocity is a lot easier in Manus than it would be in an Australian detention centre. And this of course is what was intended. Manus is part of the asylum-seeker deterrent system. The fear of death at sea, and the fear of death by security force brutalisation at Manus, are intended to deter asylum-seeker voyages. To stop the boats.
We created this risk, intending it to 'deter' boat people and people smugglers. As a consequence, we've created racial conflict in PNG and the collapse of the rule of law in Nauru. Now, it is surely a duty to re-evaluate a policy that leads to mental illness, destruction of property, hope, imagination and civil society, and death. I think we have a duty to refugees, because we are descended from refugees and may be refugees ourselves, one day.
In the Australian migration debate, 'passion' is construed as opposed to 'reason'. But the former Archbishop of Canterbury Rowan Williams has said that 'passion' in its classical (ancient or biblical) sense, is not opposed to reason (being attuned to the world), but rather to 'peace' or 'harmony'. Therefore 'passionate' language — alongside practical proposals — can unsettle uncritical pictures of the issue.
It is now weeks since any asylum seekers arrived in Australia, and under the Abbott Government there have been no reported deaths at sea involving Australian border protection interception action or failure to act. This is a striking improvement on the high death rate under the Rudd and Gillard governments. Tony Abbott has kept his pre-election promise to stop the boats, but at what huge cost!
The current dispute with Indonesia over border incursions by the Australian Navy is symptomatic of a deeper problem — the militarisation of political discourse. Von Clausewitz famously claimed that 'war is politics by other means': in other words, that military force is employed in service of political ends. In Australia, as elsewhere in the West, this is being taken to an extreme not previously seen outside authoritarian societies.
In 2001 Prime Minister Howard tried to distance Australia from the SIEVX tragedy, in which 353 asylum seekers drowned, by repeatedly referring to the sinking as having occurred in 'Indonesian waters'. If there was any doubt then that SIEVX was an Australian tragedy, in 2013 there is none. There are now young kids growing up in Australia, who were born here and speak with Australian accents, who had brothers and sisters who drowned on SIEVX.

The crew of a ship close enough to rescue the drowning boy instead takes advantage of a favourable breeze and sails away. The shepherd daydreams, the angler continues fishing. To all intents and purposes Icarus is invisible to those in his immediate vicinity.
Last week asylum seekers had a small win only to have it snatched away, and then were confronted by a more serious attack. Those working with asylum seekers have learned to expect abuse and derision from governments directed against asylum seekers and those helping them. Labor is only moderately better than the Coalition, but at least they occasionally made positive decisions. However these recent events have reached a new nadir.
Labor has made a political meal of last week's mishandled asylum seeker rescue. But neither Bill Shorten nor Richard Marles has shown any sympathy for the asylum seekers themselves. Meanwhile the Coalition's stubbornness has set back relations with Indonesia, has it pressed ahead with its turn-back policy to the point where Indonesia had to say very publicly 'We will not tolerate this any longer.'
