Scott Morrison is the first Immigration Minister to inspect ADF facilities. There has always been cooperation between the Defence Force and other government agencies, but Operation Sovereign Borders has radically changed the playing field. Indonesia's politicians might relish the irony of seeing in Australia an increasing interpenetration of military and civilian hierarchies — something that Australians used to see as a fault in Indonesia.

The Catholic Church hierarchy now seems more prepared to admit institutional and personal failures prior to 1996. They are yet to admit the pervasive, closed clericalist culture which infected the Church until at least 1996, but that will come. Let's hope that the Victorian police can also now move forward admitting past mistakes without manufacturing excuses which do not withstand the contemporary spotlight.

'The Church should not give any appearance of hiding behind the corporate veil. Justice demands that present church leaders agree to satisfy any judgment debt against their predecessors or their deceased predecessors' estates when there is an allegation of past failure to supervise or adequately investigate a sexual predator in the ranks. Amid all the post-election talk about Labor values, no one within the party has explained how the appalling behaviour exposed by the NSW Independent Commission Against Corruption could have occurred if senior figures took any notice of these supposedly cherished values. It is not credible that most NSW state and federal Labor MPs, and key officials, had no inkling of Obeid's behaviour while a backbencher or minister.

During the election campaign, both major parties made much of their humanitarian concern to stop drownings by stopping the boats. Scott Morrison offered no words on this during the first Operation Sovereign Borders briefing on Monday. Nor did Labor's official commentators. Deaths at sea have apparently dropped off the radar — at least until the next maritime tragedy, which both parties will no doubt exploit to score points.

'The Towards Healing protocol is not a substitute for criminal prosecution of sex abusers. Nor is it a cheap alternative to civil liability for damages. It is a procedure available by choice to victims in addition to criminal prosecution of perpetrators or pursuit of civil damages for negligence by church authorities.' 'Like many Australians, I had hoped that the dastardly plan announced on 19 July would stop the boats in the short term, as a stop-gap measure. It is dismaying to learn that appropriate consultations had not occurred with Indonesia with the result that the very people who were to receive the shock and awe message are yet to receive it. Unease about the Australian Federal Police obtaining phone and internet records without a warrant coincided with a greater, global anxiety about the more troublesome surveillance activities of the US National Security Agency. The Obama administration's defence of the NSA has been as lame as Attorney-General Mark Dreyfus's defence of the AFP.

It is inconceivable that Catholic authorities would countenance the state interfering in the sacramental life of the Church. And any attempt to do so would quickly turn into an issue of freedom of religion. If the Royal Commission were to go down that path it could quickly find it had bitten off much more than it can chew.
