This theory of duty must be rejected as profoundly irrational.

    Paul Keating this month reflected on his determination as Prime Minister 'to establish a new and durable' relationship with Indonesia' and lamented the Australian media and his predecessors' preoccupation with human rights abuses in East Timor. It'd be churlish to question these reflections if the current Foreign Minister were not on the cusp of making a similar mistake regarding Papua.

    As a non-permanent member of the UN Security Council, Australia has the opportunity to make a substantial contribution to creating a better world. Foreign Minister Bob Carr declared Australia a 'fine global citizen'. Yet last Wednesday, we cynically ratified the international treaty to ban cluster munitions after legislating to create a loophole that will undermine the treaty's effectiveness.

    The US pursuit of Assange is being played out with the cooperation of other western democracies. Last week a British court rejected his appeal against extradition to Sweden. The UK government could overrule this, as it did for Chilean dictator Pinochet in 1998. But it looks as if they won't repeat the favour for Assange.

Some aid doesn't work: I was horrified as a young aid worker in the '80s being told that an open sewer in an Addis Ababa slum was a World Bank project. But aid does work if it is underpinned by a few key principles.

    Foreign minister Carr used the phrase 'overlap of cultures' to describe people of different cultures living together. The bishops are entitled to expect the Government not to legislate to 'smash' the sacrament and religious institution of marriage. But tolerance of other cultures and faiths must be reciprocal.
