The passage of time has shown that it has not made a great deal of difference whether the ALP leader was Gillard or Rudd. In all likelihood, it doesn't really matter who leads Labor to the 2013 election. What is more important is that they are able to demonstrate good policy achievement.

For most Australians, Government compensation for the carbon tax won't cover the steep rise in the cost of electricity caused by unrelated investment in infrastructure. That was not its intention. But the carbon tax will still not ensure the price of 'dirty' electricity is high enough to make coal-fired generators uncompetitive and force a 'clean energy future'.

If Rudd loses Monday's expected leadership ballot, he will either go to the back bench or resign from Parliament. If he stays, what will he do? Spend the next six months undermining Gillard as Keating did Hawke? Rudd might not think that is a morally appropriate course of action.

Countries including the US, Russia and Japan refuse to sign any binding treaty to significantly reduce their greenhouse gas emissions unless China does the same. Their simplistic argument that China is now the number one emitter in the world overlooks important data.

As a subject that inflames passion on both sides of the debate, meat eating is up there with abortion and religion. Yet animal agriculture is responsible for a quarter of all emissions. Labor's carbon price is unlikely to produce significant results while animal farmers are exempt.

Abbott will face a worsening dilemma. If he continues to rage about revoking the carbon tax, he will alienate industry groups that want stability above all. If he goes quiet, he will validate Labor's portrayal of him as a cynical opportunist who stands for nothing but gaining power.

While we have have East Timorese students coming here to learn about how to look after their oil sector, Australia should be sending people to East Timor to look at their outstanding example of how to safely and wisely preserve oil revenue for future generations.

Though Gillard's leadership has started to come under pressure, no one in Labor will want to overthrow her until the carbon pricing laws package is securely in place. This means no challenge before the first half of 2012. Only then, if opinion polls keep trending down, may Gillard be vulnerable.

A lot of people refused to leave. Sydneysiders with waterfront properties could not fathom that the mansions that had cost them millions of dollars were going to be under water. There were stories of eastern suburbs socialites loading their antiques into boats. And drownings. Lots of drownings.
