'There was one controversy in which Lionel Bowen was involved that does provide good lessons for the contemporary Catholic considering the desirable law or social policy on a contested issue - lessons for the citizen weighing what is for the common good. Back in 1979 there was debate in the Parliament on a motion which was framed to stop Medicare funding of abortions. Bowen, a strict Catholic, was strongly opposed to the motion. Last Monday, the Royal Commission commenced its three-week forensic examination of the causes of child sexual abuse and cover up in the Catholic Church in Australia over the last 60 years. The statistics were horrifying. Every case represented a person who claims as a child to have been abused by a person of authority in a Catholic institution. Whichever way the statistics are interpreted in comparison with other institutions, they are appalling. We need to hold the victims clearly in focus.

By all means, set universal standards of practice expected of all institutions dealing with children, but do not trespass on the holy ground of religious belief and practice.' A feeding frenzy is afoot over the review of Safe Schools program. At the same time poor old George Pell is under attack for failing to observe that his Ballarat colleagues were prolifically enabling Ridsdale and other pedophiles to sexually abuse little boys. The prurient desire to control the sexual interests of others on the one hand, and on the other the gross failures by institutions to protect vulnerable children in their care, are sadly linked to an unwillingness to face the truth about human sexuality.

'The crisis of child sexual abuse in our societies has required that our institutional procedures be more transparent and that we learn from the ways of the world in exercising power openly and justly. This means we have to restructure some of our church arrangements so that power is exercised accountably and transparently. All of us who have positions of influence and power in institutional churches need to be attentive to the voices of those who have suffered within our institutions.' Last week the Herald Sun reported: 'Victims of child sexual abuse look set to be grilled by lawyers for Pell in a bid to quash explosive allegations he was complicit in a widespread cover-up.' As the Royal Commission into Institutional Responses to Child Sexual Abuse recommences its case study on the Catholic Church in Ballarat, it's only fair Pell have his lawyers cross examine these victims. His reputation is on the line and the commission has spared no effort in scrutinising his past actions.

Many in the Church would echo Tony Abbott's feelings on the dangers a theological environment 'at war with itself' presents to its moral authority. Similarly, there are many conservative politicians and members of the press who look at the current political commentary — marked by discussion rather than authority — and wonder what a government can accomplish in such an environment. Not surprisingly, Cardinal George Pell — described by Abbott as a 'fine human being and a great churchman' — is among those pushing back against the dialogue at the current Synod on the Family.

If you want to form government in Australia and if you want to lead the Australian people to be more generous, making more places available for refugees to resettle permanently in Australia, you first have to stop the boats. If you want to restore some equity to the means of choosing only some tens of thousands of refugees per annum for permanent residence in Australia from the tens of millions of people displaced in the world, you need to secure the borders. The untrendy truth is that not all asylum seekers have the right to enter Australia but that those who are in direct flight from persecution whether that be in Sri Lanka or Indonesia do, and that it is possible fairly readily (and even on the high seas) to draw a distinction between those in direct flight and those engaged in secondary movement understandably dissatisfied with the level of protection and the transparency of processing in transit countries such as Malaysia and Indonesia. When addressing Italian doctors last November, Pope Francis quoted St. Camillus de Lellis who suggested that the most effective method in caring for the sick was simply to 'Put more heart into those hands.' Let's do something to change the market settings and political settings here in Australia to modify the behaviour of all Australians in the future, and let's attend to our own Franciscan interior ecological conversion with our care for the vulnerable.

'In discussing Australia's asylum seeker policies Frank laments the government's deaf ear to calls from the churches, his own included, for a greater measure of compassion and a better way of dealing with the issue of boat people. As we await Cardinal Pell's appearance before the Royal Commission, many Australians are baying for his blood. It is time for those of us in the Church to stop paying undue deference to those who exercise ecclesiastical power in a fashion at odds with contemporary notions of transparency and equality. It's also time for all commentators to play the ball, and not the man.
