'The crisis of child sexual abuse in our societies has required that our institutional procedures be more transparent and that we learn from the ways of the world in exercising power openly and justly. This means we have to restructure some of our church arrangements so that power is exercised accountably and transparently. All of us who have positions of influence and power in institutional churches need to be attentive to the voices of those who have suffered within our institutions.' Last week the Herald Sun reported: 'Victims of child sexual abuse look set to be grilled by lawyers for Pell in a bid to quash explosive allegations he was complicit in a widespread cover-up.' As the Royal Commission into Institutional Responses to Child Sexual Abuse recommences its case study on the Catholic Church in Ballarat, it's only fair Pell have his lawyers cross examine these victims. His reputation is on the line and the commission has spared no effort in scrutinising his past actions.

Francis knows there are all sorts of issues inside and outside the Church where for too long people with power have tried to keep the lid on, in the hope that the problems and complexities will go away, often by parodying those who see the problems or complexities as small 'l' liberals or cafeteria Catholics. He delights in being joyful and troubled while contemplating big problems, calling people of good will to the table of deliberation reminding them of the kernel of the Christian gospels. He has the faith and hope needed to lift the lid without fear and without knowing the answers prior to the dialogue occurring.

While running a Royal Commission into domestic violence and a $30 million campaign against it, ringing the bell marked 'asylum seekers are queue jumpers' has allowed successive governments to abuse alleged rape victims with barely a word of protest from the public. Insofar as any feelings of empathy for asylum seekers exist, we tell ourselves brutality is inflicted 'to stop deaths at sea'. So successful has this Pavlovian policy been that Australian refugee policy is now the toast of German neo-Nazis.

I acknowledge those Aborigines and Torres Strait Islanders who insist that they have never ceded their sovereignty to the rest of us. I join with those Aborigines and Torres Strait Islanders who hope for better days when they are recognised in the Australian Constitution. As an advocate for modest constitutional recognition for Indigenous Australians, I respect those Aborigines and Torres Strait Islanders who question the utility of such recognition. But I do take heart from President Obama's line in his Charleston eulogy for the late Reverend Clementa C. Pinckney: 'Justice grows out of recognition'.

Pope Francis's concerns are not narrowly dogmatic or pedagogical but universally pastoral. He knows that millions of people, including erstwhile Catholics, are now suspicious of or not helped by notions of tradition, authority, ritual and community when it comes to their own spiritual growth which is now more individual and eclectic. He wants to step beyond the Church's perceived lack of authenticity and its moral focus on individual matters, more often than not, sexual. He thinks the world is in a mess particularly with the state of the planet — climate change, loss of biodiversity and water shortages, but also with the oppression of the poor whose life basics are not assured by the operation of the free market, and with the clutter and violence of lives which are cheated the opportunity for interior peace. While at Melbourne's Winlaton Youth Training Centre, many became victims of sexual and physical assaults by staff and other girls. This was how the state of Victoria looked after its most vulnerable girls, who following their incarceration were simply expected to get on with their lives. Except many didn't. As the list of witnesses for the Royal Commission hearing was being finalised, I was told: 'There's going to be a lot of very angry and re-traumatised mothers and grandmothers.'

When addressing Italian doctors last November, Pope Francis quoted St. Camillus de Lellis who suggested that the most effective method in caring for the sick was simply to 'Put more heart into those hands.' Let's do something to change the market settings and political settings here in Australia to modify the behaviour of all Australians in the future, and let's attend to our own Franciscan interior ecological conversion with our care for the vulnerable.

Childhood experience of violence is associated with many other aspects of disadvantage which, as a recent study shows, interact with and intensify one another. Violence at the home is likely to be linked to irregular eating habits, poor educational achievement, mental illness, contact with the justice system, and substance abuse. The challenge of responding to family violence is even more complex than that of protecting children from sexual abuse.

The politicians have an excuse: they have vested interests. But what about the rest of us? Has the rape and torture of asylum seekers, many of them children, in institutions established at the behest of Canberra, become so commonplace that it no longer shocks? It's not that empathy is an emotion particularly lacking in Australia. But there remains a disconnect between 'us' and asylum seekers.

February's arrest of Australian man Peter Scully in the Philippines has focused concern on the sexual exploitation of Filipino women and children by foreigners.
