It is a place that has been calling out for help to counter its falling population and its prolonged economic crisis. It is an Australian territory and one that is already receiving Australia's financial support.

    Official Australia has a history of trying to conquer and develop the north. That long and frequently violent struggle now seems to be reaching a new stage. We like to think that the devastation of one population and culture by another is all in the past, but the apparent failure of Rudd and Abbott to notice that northern Australia is shared country suggests that there might be more to come.

    Welcome to Nauru. Land area: 21 square kilometres. Permanent population: around 10,000. Chief economic activity: human dumping ground. Nauru has joined PNG in the Cohort of the Willing — willing, that is, to take dollops of Australian money to hide away an Australian problem. Substitute 'asylum seekers' for 'convicts' and it recalls the way Australia was used by Great Britain in the 18th century to dispose of a British problem.

    PNG policy places politics over principle

    PNG is not a resettlement country, has few if any resettlement services for a refugee population and is struggling with its own serious law and order and basic services issues. Australia has subcontracted its international obligations to a former colony. Once again the poorer countries of the world are used to warehouse refugees while the richer countries cherry-pick those they deem suitable for resettlement.

    Looking at a map of the Australian coastline gives no clue about how far Australia's territorial claims extend. As a result, Australian policy makers aren't eager to embrace suggestions that Asian countries disputing possession of small islands and rocky outcrops should resolve their differences by assigning ownership to the closest country.

    A common public response to suicide is very similar to earlier attitudes to leprosy. The latter makes invisible people who need to be seen. The former makes silent people who need to speak. A recently published collection of writing by relatives and friends of people who had taken their own lives breaks that silence.
