Both Labor and the Coalition would be wise to consider revisiting the Howard-era Family Tax Benefits to provide targeted relief to families. Both have taken their share out of the FTB bucket as a way to balance the budget. By doing so, they have left many families worse off. The restoration of some of the cuts to FTB would be a good a start.

The demand for social housing and the substantial Church investment in land means that housing should remain a significant priority of the Catholic Church in Australia. It is an injustice for some to have more than enough while others lack bare necessities. Compassionate and fair leadership needs to drive social change.

Cometh the hour, cometh the third murderer. So now inequality is in the spotlight and is being booed off the stage. It is blamed for the rise of populist politics, and more fundamentally for economic stagnation. The economic neo-liberal orthodoxy, that so implausibly claimed that economic competition unfettered by government regulation would benefit all of the citizens, has produced the gross inequality that hinders economic growth.
In the latest Essential poll, the primary vote for Pauline Hanson's One Nation lifted to 11 per cent. It does not bode well when competence is no longer the baseline; though in a leadership vacuum, 'someone else' holds a natural appeal. In any case, there can be worse things than incompetence. There is timidity. Mediocrity. Running up the cost of doing nothing at all. In so many ways, the Australian political class is holding us back. That is the crux of nearly every policy impasse over the past several years.
The $6.2 billion the government will raise through a levy on bank liabilities not only shows how out of favour banks have become, it is also, in effect, a de facto tax on property lending - a counterbalance to negative gearing and capital gains tax breaks. It is a tax on property lending because nearly all the banks' loans are mortgages for housing, or business loans secured with property. Of course the banks will pass the extra cost on to their customers, so it becomes a tax on borrowers.
It would be nice to believe, as the Treasurer wants us to, that better times are around the corner. But while wages stagnate and company profits surge, inequality is at its highest since the 1950s. This is not going to get any better any time soon. By 2019, the highest income earners will have received an effective tax cut of 1.5 per cent compared to all other taxpayers who will be paying an extra 0.5 per cent. For young people especially, Budget 2017 boosts inequality instead of building a better future.
There are reasons to be concerned about the capacity of a government to govern in the current brief election cycle, and in dealing with what some describe as a 'hostile senate'. But the networked world we inhabit also calls into question the way in which politicians might be accountable to the public. Rather than focusing on changes to a system of governance derived from a different era, we should be asking what are the implications of emergent technologies on the way in which we are governed.
