Apparently there are committees deep within Church institutions that secretly work on tightening up, amending and making standards for their schools and churches to follow. I can guarantee there wouldn't be one abuse survivor on any of these committees.

Scoring the performance of the Australian church is a complex task at any time. Dioceses and congregations vary enormously. The mission of church agencies continues unabated in education, health, social services and aged care. But by any measure 2018 has been a big year.
Whenever institutional interests are put ahead of the legitimate concerns of others, including the poor and marginalised, there develops a trust deficit. This deficit is gripping institutions here and overseas. Its impact is deep and destructive. Facets of Catholic Social Teaching point the way to reversing the downward trend.
It is understandable that canonists would try to find a kinder interpretation for the pontifical secret, given that the cover up caused more children to be abused, but in the canonical system, you cannot get away from the plain meaning of the words and the interpretation placed on them by the Roman Curia.
What we need is a listening and inclusive Church — a plenary council at which the clergy and the laity have a proper place at the table, at which the voices of the ‘rusted-on’ and the ‘cheesed-off’ Catholics are heard and at which the bishops are respectfully listening as much as speaking.
The numbers show this is not a witch hunt, merely the tip of a conclave. Any man who becomes a seminarian, then a deacon, then a priest, then a bishop, then a cardinal, will almost certainly have bumped into, bounced off or blindfolded himself to the endemic problem within the Church of the sexual abuse of children and vulnerable persons.
In light of the self-serving and at times criminal behavior of bishops around the world as revealed by the sexual abuse crisis, it might seem strange that the appointment of bishops is such a neuralgic issue for Vatican-China relations. But in China, the appointment of bishops has become the litmus test of a so-called orthodoxy in much the same way right-to-life issues are in the USA.
On a pure numbers basis, China is one of the top 25 most Catholic countries on Earth. But like so much of China, large raw numbers don't equal power for minorities. A freshly inked and still secretive Provisional Agreement between the Chinese government and the Vatican promises to improve that. Believers aren't so sure.
