Experience suggests that royal commissions disclose only a fraction of unacceptable behaviour committed, and that the cultural attitudes that entrench it outlast the proposed reforms. The reasons for their comparative ineffectiveness can be illuminated by reflection on reforms of the 19th century.

Did he denounce Islam as 'evil' like the American evangelist Franklin Graham? Did he publicly denounce God as 'stupid' like Stephen Fry? On the contrary. Ahok is deeply respectful of Islam and has many Muslim supporters. The affair has done a serious disservice to Indonesia, presenting it as fanatical, racist and sectarian. While these perceptions are unfair, the affair also reveals some aspects of contemporary Indonesia that are obscured by Canberra's often lavish praise of our important neighbour.
The reconciliation of this vertical relationship is possible only through the mediation of Jesus who embodies, lives and dies the reality of this reconciliation. Last year I sat in the offices of one of the judges of the International Criminal Court as we spoke about the possibility of ecocide law becoming an international crime against humanity. An international law against ecocide at its simplest is the criminalisation of mass destruction of the environment due to human action. At that time I heard that the obstacles were not legal, but political. Last week the ICC announced it may hold corporate executives and governments legally responsible for environmental crimes.
In the savage wars of the Balkans during the 1990s, the identification of good sides over bad meant evil had to be singularised, culprits found to galvanise resistance. One such figure was Serbian president Slobodan Milosevic. His death in a Hague cell in March 2006 had the effect of suspending arguments about responsibility from any legal scrutiny. Earlier this month, British journalist Neil Clark suggested he had in fact been exonerated for his role in war crimes and crimes against humanity. He's wrong.
It is common for people to break the law. People fail to move on when instructed by police, evade tax, drive too fast, keep silent about abuse, trespass on military facilities, and drive when drunk. Many people assert that it is never right to break a law duly enacted by the government. From this principle it follows that anyone offering sanctuary to people who seek protection in Australia is acting wrongly. This blanket condemnation of law breaking runs against our inherited moral tradition.
A perception of Muslims as 'savage' and antithetical to peace accounts for incidents where overtly racist people can rejoice easily at the loss of human life, to little negative reaction. When a person is deemed unworthy or bereft of humanity, their death becomes gruesomely welcome. While Islamophobia itself does not define racism, Muslim people exemplify ideas of a cardinal threat against the Anglocentric West, which laterally affects how brown non-Muslim minority groups are treated.
This is one of the angriest films you will ever see. In the Bible we hear about righteous anger, where God or humanity realises something is so wrong and sinful that 'holy anger' is the first and right response. At its best in the scriptures this anger leads to justice, making things right. Spotlight is an occasion for holy, righteous anger and every adult Catholic should see it.
