That the Catholic Church in Hong Kong has not only chosen to remain silent, but also enforce this silence through the banning of a song, is itself a political act. Considerations as to whether this silence is a consequence of the Vatican's recent agreement with the PRC about the appointment of bishops within China do seem to have merit.

Many of the strains of dysfunction it finds in Church governance are similar to those in public life in Australia and internationally.

Getting Back on Mission points out that until the church accepts good governance characterised by accountability, transparency, inclusion and a recognition of the equality of women, it will continue its culture of clericalism and secrecy.

The inclusive and consultative processes in the early stages of preparation for the Plenary Council are a vast improvement on previous practice. They express the desire to involve Catholics in the council. If they are simply dropped on completion and not kept alive in the church, however, the trust they have engendered will be lost.

'Male and Female He Created Them' could have addressed how Church teachings could better coexist with LGBTQI+ experiences to benefit LGBTQI+ students. But that can't work if the document's authors don't listen to LGBTQI+ voices and when the foundational argument is to problematise LGBTQI+ people's existence.

There are guidelines, rules and laws galore. None of these stopped clergy and church personnel abusing children, or necessarily led those in authority to act. The community could therefore be forgiven a certain scepticism. Legislative changes, stronger governance and mission statements mean little without a change of heart.
