I have never felt as uneasy in Australia as I do now. It extends through many areas of my life, from listening to the low level of our national debate about migration and refugees, to my long daily commute and the many high-profile incidents of racist incidents on public transport. The fact that 'micro parties' with overtly racist agendas are influencing major party messages, such as in Labor's recent 'Employ Australians First' advertisement, is concerning because it points to these parties' success.
'Labor-lite' or not, there are many investments contained in the budget which will work towards a more just society, including the securing of funding for the National Disability Insurance Scheme by raising the Medicare levy, and the needs-based approach to school funding, dubbed 'Gonski 2.0'. But among these commitments that seek to create a more equitable Australia, this budget again seeks to vilify welfare recipients, among the most vulnerable members of our community.
Part of the cost of the double dissolution election last July has been the creation of a Senate with the largest, most diverse group of crossbenchers ever. This will make the passage of any new contested Budget measures difficult, particularly given the Prime Minister’s vulnerability on his right flank, and the Labor Party's propensity to mimic the Opposition tactics adopted previously by Tony Abbott. The government needs to create a clear narrative as to how it will achieve equitable and sustainable growth through this Budget.
One of the challenges for progressive parties is to look beyond the existing neoliberal framework for solutions to the current malaise. Labor is so steeped in neoliberal orthodoxy that, even if it was willing to evolve, it's likely incapable of doing so. And while much of the intellectual heavy lifting in forming a picture of what a post-neoliberal future may look like will be done outside organised politics, Labor remains completely unengaged with almost all of these debates.
It can be disconcerting to hear our family history told by a sympathetic outsider. I found Race Matthews' new book that treats Catholic engagement in public social issues fascinating in that respect. Matthews' perspective is that of a member of the Labor Party who admires Catholic Social Teaching, especially its commendation of the communal ownership of business enterprises. He sees the possibilities this presents for the reform of Australian society, particularly if adopted by the Labor Party.
The announcement by Kate Ellis, the 39 year old federal Labor MP for Adelaide, of her retirement at the next election to be with her young son came as a surprise. Several Fairfax journalists were dismayed. Stephanie Peatling issued a challenge: 'It's not people who should have to change to make their lives fit politics as we know it. It's politics as we know it that should change.' The immediate issue is gender balance, but the wider context is all types of diversity in parliament.
In the face of historically low levels of Indigenous representation in our parliaments, the Indigenous caucus between Commonwealth, State and Territory Labor representatives points to some progress. It is aimed at increasing Indigenous voter engagement figures, increasing Indigenous Labor candidacy, and developing strategic plans that encourage Indigenous students to become young leaders in Parliament. Those are all necessary and noteworthy causes. But we have a long way to go.
Two irreconcilable views of the ideological position of the Turnbull government are now in circulation. One, held by those who once had high hopes that Malcolm Turnbull would lead a small l liberal government, is that the Coalition clearly is conservative. The other, advanced by South Australian Senator Cory Bernardi when he deserted the ship to form the Australian Conservatives, is that the Turnbull government is not conservative enough, maybe not even conservative at all. Both views can't be right.
To say the Senate cross bench is a mixed bag is an understatement. All that is really lacking is an extreme left senator unrestrained by Labor/Green discipline. Amid all the controversy I've grown comfortable with their place in the Senate and appreciative of their collective presence in an otherwise party dominated chamber. They each have their flaws, but they make a generally positive contribution to public discussion and to ultimate legislative outcomes. We are better off for their presence.
While the White Australia Policy attempted to prevent non-white workers from living and working in Australia, people from across the globe continued to do both, although often at the margins of white Australian society. The Australian Labor Party and the trade unions were complicit in maintaining this racial divide. In Australia today, a new wave of migrants is working in convenience stores, driving taxis or cleaning buildings. They are part of the Australian working class, but are often not considered such.
When the dust settles next year, maybe LGBTI advocates will see the wisdom in trying to convince the Labor party to reinstitute a free conscience vote on its side if only to force the Coalition to do the same. That way the parliament a few years down the track might be able to do what the LGBTI advocates want them to do now. If it were my call, I would have opted for the plebiscite in February with prompt parliamentary legislation to follow. But it's not my call.
The main message of the 2016 election review delivered recently at the National Press Club by Tony Nutt, the federal director of the Liberal Party, was that Turnbull only failed to have a convincing victory because of the 'Mediscare' by the Labor Party. It is a message that deflects attention from the current and past weaknesses of the government and the prime minister. It is like a football coach who after a loss or a narrow win blames his team's performance on the dirty tactics of the opposition.
