The implications of the Good Samaritan story are clear on Christmas Island. The evil of child imprisonment is of the Government's own doing, and it must be shamed into remedying it. Is the Catholic Education Office in Western Australia right then to provide education to these children? Catholic agencies that alleviate the harm done to those imprisoned should also make clear their condemnation of the evil of that imprisonment.

In the lead up to Refugee Week the attitudes of Australians to people who come by boat to seek protection made sober reading. 71 per cent of Australians believed Australia should turn back asylum seeker boats. That is far higher even than the Prime Minister's disapproval rating. Some might say that 71 per cent of Australians can't be wrong. At Eureka Street we have never been persuaded that majorities always have truth on their side.

As I take in the submissions presented to the Senate inquiry into the Manus Island riots, I am reminded of Gabriel Garcia Marquez' Chronicle of a Death Foretold. In it, nearly the entire town knew of Santiago Nasar's impending death; his assassins had made a point of divulging their intent to everyone they met over the course of the day. The prevailing impression from the Senate inquiry is one of similar inevitability and complicity.

Australia's cruel arrangement for asylum seekers arriving without a visa cannot be scrutinised by our courts and has never been approved by our Parliament. In the name of democracy, in the name of Australian self-respect, and in the name of human rights protection and the rule of law, it is time this arrangement was presented to our Parliament for its approval by our elected representatives or for immediate ditching. It's a disgrace.

Ministers and officials structured on Manus a sustained deterrence scenario intended to be so awful as to choke off the flow of boat people. The impeccable logic of the plan reflects the logic of psychopathy. Psychopaths are highly intelligent, good planners, manipulative, with expert knowledge of human nature, yet lacking in empathy. Whatever their motivation, the planning of the Australian ministers and officials ticks all these boxes.

A review of competition laws is allowing the Government and industry groups to push for a ban on environmental boycotts. It is a strange protectionism that portrays industries as victims, defenceless against the barrage of readily available information. It appears the free flow of information cannot be so free as to disrupt capital, and the only legitimate choices within a free market are ones unimpeded by ethics or conscience.

'We should abandon talk of taking Australia off the table. We should also abandon talk of taking the sugar off the table. The collateral damage of that is too great. The best we can do ethically and practically is to put the sugar out of reach while leaving it on the table for those who make it here with a visa or in direct flight from persecution.' Returnees to the Congo have been harassed, imprisoned and tortured by state authorities. Some have disappeared altogether. Forced returnees to Sri Lanka are routinely detained and quite often suffer torture. Hazaras returned to Afghanistan are persecuted due to their ethnicity and their adherence to the Shi'a sect. Australia continues to forcibly return asylum seekers, placing them in tremendous danger, ignoring a 2000 Senate Committee recommendation.

Three members of Tri's family made it to the open sea in a wooden boat with 65 others. They encountered storms and shipwrecks, and pirates who raped the women and tortured and robbed the others. Eventually they were handed over to UN troops, who took them to a refugee camp in Malaysia. Tri's story is about trauma, but mostly his emphasis is on the welcome and kindness the family received in Australia.

Despite presenting the end of taxpayer-funded immigration advice to 'illegal boat arrivals' as a cost-saving measure, Scott Morrison's announcement demonstrates once again the Government's policy of punishment for those who come on boats without a visa. As an immigration lawyer who does not do any cases that are government funded, in theory I should applaud this decision, as it means possibly more clients. Instead I am appalled.

Arts minister George Brandis has accused artists of 'bullying' corporate heavyweight Transfield. The artists' recent ultimatum to the board of the Sydney Biennale threatens to kill the event and possibly the entire model of arts sponsorship in Australia. Both sides of the dispute have lost sight of the opportunity that networking between artists and sponsors offers for civilised conversation that leads to a better world for all.

Over the past week of Parliament, we have seen the strange and distressing spectacle of Labor timidly criticising the Government's handling of the events on Manus Island. If it were brave enough, Labor could use these events as a trigger for policy change. To call for the Manus centre to close, and for detention and processing centres in Australia to reopen, would be the moral policy for Labor at this point.
