Australia’s ratification of the Optional Protocol to the Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) came about as a reaction to the abuses recorded at the Northern Territory’s Don Dale youth prison. To monitor compliance with OPCAT, UN independent inspection teams are permitted to conduct unannounced visits to any place where people are deprived of liberty. But on October 24, a Corrective Services NSW spokesperson announced that inspection teams were ‘refused entry without incident’.
For Europe, especially Germany, there should be enough gas in storage to limp through winter but by next spring there may be severe trouble. A basic principle was laid down in the pope’s recent Apostolic Constitution entitled Praedicate evangelium that is profoundly important with far-reaching consequences for the whole church. While the church in East Timor has its hands full serving its large membership, a big challenge is to work out what its role should be in post-war Timor. Xavier College sits in the Kooyong electorate, and Dr Ryan is a parent at the College. Dr Ryan proved to be an impressive candidate who ran as a good a local campaign as I have ever seen. It was marked by a strong engagement by many locals, and especially among professional women, and older residents.
