To my knowledge this is the first church document that refers to 'sourpusses'. It must be the first lengthy papal document for some time, too, that refers to the Magisterium only twice in passing. Nor does Pope Francis refer explicitly to clerical sexual abuse. Francis is not interested in radical institutional or doctrinal change but wants to help a dysfunctional church work better at compassionately communicating God's love.

How refreshing to have a pope write: 'It is not advisable for the pope to take the place of local bishops in the discernment of every issue which arises in their territory. In this sense, I am conscious of the need to promote a sound 'decentralisation'.' Vatican monsignori in long flowing robes will be troubled to hear him say, 'mere administration can no longer be enough. Throughout the world, let us be permanently in a state of mission.'

It may be that the press gallery sees no significance in Shorten’s 'Catholic background' because he supports same-sex marriage and perhaps also some other things that bishops don’t like. Is the gallery’s view that his 'background' somehow didn’t 'take'? The truth is that these days even being a practising Catholic, rather than the nebulous 'of Catholic background', conveys nothing about the course a politician will choose on issues of conscience.

'The Towards Healing protocol is not a substitute for criminal prosecution of sex abusers. Nor is it a cheap alternative to civil liability for damages. It is a procedure available by choice to victims in addition to criminal prosecution of perpetrators or pursuit of civil damages for negligence by church authorities.' It is dismaying to learn that appropriate consultations had not occurred with Indonesia with the result that the very people who were to receive the shock and awe message are yet to receive it.
