A small commotion at the doorway of the store catches my attention. A man in a pork-pie hat marches across the threshold. He carries a small back pack and steps with an uneven gait. He has a sure message, calling out a gamely, 'Good morning! Good morning everyone!' He looks about with purpose. Initially no one replies.

The promise of riches from the trickle-down effect is at best patchy for many Australians, and non-existent for others. Continuing with the same economic and social policy settings will exacerbate the already growing divide between the rich and the poor and eventually damage the economy to such an extent that it has a detrimental effect on everyone.

Many of the kids in the juvenile justice system have been abused, come from dysfunctional families or state care, or have untreated behavioural or mental health problems. Warehousing them in punishing idleness and expecting passive compliance, let alone any recovery, is fanciful. I have begun to think about how we could respond to these kids in a holistic way, with a strong emphasis on prevention and diversion. These proposals relate to current the system in Victoria, but generalise easily.

There is a joke about a man looking for a coin under a streetlight: he had dropped it elsewhere, in the dark, but was looking under the streetlight because he could see more clearly there. In the same way, the thinking behind the Productivity Commission inquiry into increasing competition, contestability and informed user choice in human services is fundamentally flawed. The complexity and interconnectedness of human services is too challenging for market economics to properly address.

Greens leader Richard di Natale is currently visiting Portugal for a first hand look at how they have successfully bypassed the criminal justice system in treating drug addiction. There’s increasing acceptance of the view that addiction is caused by a lack of social connection and bonding. For Portugal, the most crucial step was to provide addicts with secure housing and subsidised jobs so they had a purpose in life and a sense of responsibility.

While Francis has no time for technological solutions and 'fixes' for complex ecological problems, he is no techo-Luddite. What he does is link technological knowledge to power and says that those with this knowledge and the economic resources to use it, gain 'an impressive dominance over the whole of humanity and the entire world.'
