Ultimately people will be prepared to accept responsibility for those who are poor only if they know them as persons and not as media fodder. Pope Francis is a leader out of his time. In Western society the times are sombre and fearful, and governance emphasises control, security and strong leadership. There is a desire for clear boundaries marking who is in and who is out. The Synod on the Family will show how far Pope Francis' open and inclusive style can be reflected in the Church's instruments of control.
The way to a better society does not lie simply in defending either liberty or equality, still less in the victory of one of these values over the other. It lies in bringing together a passion both for liberty and for equality and holding them together.
Last week's legislative flurry was very messy, with few signs of reflection on what kind of a society we want to create, and how far particular legislation will help do so. The arguments for legislation are based on abstractions such as free speech and terrorism. They are not supported by sustained reflection on the way in which human beings interact.
Contrary to the message of this year's Federal Budget, there is much more to people than their ability to work. When we come to know the disadvantaged well we are often impressed as much by their resilience as by their great need and their fragility. Their worth is not defined by their economic contribution.

The Victorian Government has started to recommission its community sector programs. To simplify administration of community mental health services, it has awarded tenders to large organisations and withdrawn funding from small specialised innovative programs that were effective because of the quality of the relationships they had built up.
While a number of Cabinet ministers are Christian, their policies seem to lack any Christian emphasis on caring for the poor and disadvantaged. America's interpretation of Christianity is heavily influenced by the doctrine of the theologian John Calvin, according to whom the rich who work hard for their wealth are preparing themselves for heaven, while the poor not only deserve their plight, but may well be abandoned by God.
Many Australians, myself included, believed that the Federal Budget was unfair. So Treasurer Joe Hockey's recent speech in defence of its fairness offers a welcome challenge. Hockey is right to insist that fairness can co-exist with gradations of wealth within society. But fairness is incompatible with gross disparity of wealth because the concentration of wealth in the hands of few people and corporations destroys equality of opportunity.
As Obama took steps to deal with carbon emissions, Abbott walked away from them. Beneath the complex political considerations in these responses stir deep passions. Human flourishing requires that we recognise the interdependence of human beings and our common interdependence with the environment. That recognition marks out the boundaries of the field within which our autonomy and initiative should play.
