In the Catholic calendar the Feast of St Francis of Assisi falls on next Tuesday. Although he gave up on wealth, power and influence Francis probably had a bigger effect on his world than any of his contemporaries. He continues to attract people to challenge the values of our society and to spark renewal in Christian institutions at the risk of going stale.

A state government has an obligation to do what is possible within the limits of state resources to help its people, to make the state an inclusive place where all have access to essential services and housing. However, over the last few weeks, with the announcement of the funding restructure for homelessness services, this idea of a fair go seems to have dissipated.

Many people are still doing it tough. And the many organisations who are tasked with trying to support them share a sense of dismay as we see Federal Government assistance being wound back fast. We need to increase decent work opportunities and ensure a reasonable safety net for those out of work if we want to get through this and still claim the ‘fair go’.

COVID-19 brings many tests. Amid the health, economic and financial crises brought about by the pandemic, our greatest test is to conduct ourselves as a robust democracy and to demonstrate that we are a fair society. Neither test will be easy to pass, but we must aim to emerge at the other end as a better society.

The stats are chilling. The rate of homelessness in the Northern Territory is 12 times the national average. Six per cent of all Territorians are experiencing homelessness. More than 16 per cent of Territorians under 16 are homeless. Twenty per cent of Aboriginal people in the NT are homeless. It's time to do something.

That unemployed Jewish tradie turned rabble rouser made this apocalyptic observation: 'Woe to you who are rich, for you have received your consolation.' Yet it remains a vote winner, this business of punishing poor people for being poor.

The church has something in common with both sides of politics because the Catholic community has a split political personality. Its range of concerns is so broad that they are addressed in various ways by different political parties. It wants to make an impact on government, but it is always highly unlikely that it can have it all.

The next month will be full of sugar-hits and sweeteners, whether they be personal tax cuts, grants or special deals for organised interests. Every candidate and party is guilty of this in their scramble to win. Citizens are complicit too if their main concern is 'what's in it for me'. Churches play the game as much as any pressure group.

The work of charities, including the generous work of volunteers, should not be a means of letting governments off the hook. People do not want to have to rely on charity; they want to be able to count on justice. And charity is never a substitute for justice. But it becomes so when governments abrogate their responsibilities.
